The expert workshop took place online on the 4th and 5th of March 2021. It was co-organized by the Centre ASESD Camilo Dagum in the context of the InGRID-2 project
The focus of the Expert Workshop on ‘Measuring and monitoring regional multidimensional poverty and
cost of living: new data, new methods’ was on multidimensional poverty indicators to monitoring the
phenomena at the appropriate domain/geographical level, possibly also considering the degree of
urbanization.

It was organized into two days. On the first day, the experts discussed the definition of multidimensional poverty with special attention to new poverties and vulnerabilities and new data sources. On the second day, the experts discussed the measurement of the spatial distribution of poverty at inter and intra-country level also considering modern sources of data. Each day consisted of two sessions and a final Round Table Discussion

Day 1. 04 March 2021 – Multidimensional Poverty

SESSION 1: The definition of multidimensional poverty indicators and cost of living

  • Balint Menyhert (Joint Research Centre, European Commission) – “Measuring and monitoring absolute poverty in the EU – A new pilot project of the European Commission”
  • Matteo Mazziotta (ISTAT) – “Composite Indicators for Measuring European Educational Poverty”
  • Joao Pedro Wagner De Azevedo (World Bank) – “Learning Poverty: Motivation, Methodology & COVID-19”

SESSION 2: Data sources for multidimensional poverty indicators and cost of living

  • Stephanie Steinmetz (University of Amsterdam) – “Identifying data gaps to identify vulnerable groups and challenges of data harmonization”
  • Markus Zwick (Destatis) – “Trusted Smart Surveys”
  • Federico Polidoro (ISTAT) – “Purchasing power parities and regional breakdown of poverty measures in Italy”

SESSION 4: The spatial distribution of poverty and cost of living

  • Stefano Marchetti (University of Pisa – DAGUM) – “Calculating regional price indices to improve poverty measurement”
  • Giovanni Tonutti (Scuola Normale Superiore) – “Measuring poverty and costs of living. Evaluating the Italian citizens’ income scheme” 
  • Guenter W. Beck (University of Siegen) – “Non-Homotheticity and Differences in the Cost of Living Across Regions: Evidence from household scanner data for Belgium and Italy”
